Italy: CER renewable energy communities and shared self-consumption

Italy's CER/CACER rules: eligible plants, hourly shared energy, tariffs and 2026 PNRR milestones. See what monitoring can and cannot prove for GSE settlement.

Italy's CACER framework supports renewable-energy sharing through the public electricity network. A Comunità Energetica Rinnovabile (CER) is one eligible configuration. A group of renewable self-consumers in the same building or condominium is another; an individual remote self-consumer has a separate route. Their membership, contracts and grant eligibility differ.

This guide uses the GSE operating rules of 16 July 2025 together with the Facility CACER rules of 27 March 2026. The latter update the PNRR capital-grant process. Check the project's current GSE agreement before fixing a financial model or commissioning deadline.

A CER is an autonomous legal entity whose principal purpose is environmental, economic or social benefit for its members or local area. Participation is open and voluntary. Eligible members include natural persons, SMEs and the public, research, religious and other bodies specified by the rules. Large companies cannot be CER members. An SME's participation must not be its principal commercial or industrial activity. Members keep their customer rights, including supplier choice.

For local shared self-consumption, the participating connection points must lie in the same primary-substation area. Check each POD against the GSE map; a shared municipality name or postcode is insufficient. A CER can manage several configurations, but they do not become one unrestricted national energy pool.

Check plant eligibility before commissioning

The CACER premium generally requires a new renewable plant or expansion with power no greater than 1 MW, entering operation from 16 December 2021 onward. Apply GSE's plant and production-unit definitions and anti-fragmentation provisions. The limit is not a 1 MW ceiling on the aggregate capacity of a CER.

For a new CER project, establish the CER before the plant enters operation. The rules contain a limited historical exception for certain earlier projects; do not treat it as permission to form a new CER after commissioning. Environmental, component, authorisation and other eligibility conditions still apply. Inclusion in a configuration alone does not make every plant's output eligible for the premium.

Calculate hourly shared self-consumption

For the local configuration, GSE compares the configuration’s total grid injections with member withdrawals in the same hour and primary-substation area. The smaller quantity is the basis for local shared self-consumption. The technical rules distinguish shared energy, self-consumed energy and the subset eligible for the premium; plant eligibility and allocation rules remain necessary.

For an illustrative hour with 80 kWh injected and 60 kWh withdrawn, the local matched quantity is 60 kWh. With 20 kWh withdrawn in another hour, surplus from the first hour cannot simply be carried across to create a larger annual match. Behind-the-meter self-consumption reduces grid exchange and must be distinguished from virtual sharing through the network.

GSE uses measurements supplied by network operators. Missing readings, storage configurations, corrections and the allocation between plants can affect the final amount. Annual totals and a dashboard estimate are insufficient to reproduce settlement.

Keep the revenue streams separate

The premium runs for 20 years under the applicable GSE service-start and contract rules. It is paid on qualifying shared energy, not all generation. Before capital-grant reductions, the hourly tariff is:

TIP = min(CAP, BASE + max(0, 180 - Pz)) + FC

All price terms are in €/MWh. Pz is the hourly zonal electricity price; FC is the applicable photovoltaic location correction.

Plant power PBASECAP
P ≤ 200 kW80 €/MWh120 €/MWh
200 kW < P ≤ 600 kW70 €/MWh110 €/MWh
600 kW < P ≤ 1 MW60 €/MWh100 €/MWh

For photovoltaic plants, FC is +4 €/MWh in Lazio, Marche, Toscana, Umbria and Abruzzo, and +10 €/MWh in Emilia-Romagna, Friuli-Venezia Giulia, Liguria, Lombardia, Piemonte, Trentino-Alto Adige, Valle d'Aosta and Veneto. It is zero elsewhere.

Keep this premium separate from the ARERA self-consumption valuation contribution and the producer's sale of exported electricity, including any Ritiro Dedicato arrangement. Sharing does not cancel members' supply bills. The community's allocation agreement must also respect the rules that reserve excess premium above the 55% sharing threshold, or 45% with a capital grant, for non-business consumers or local social purposes.

Apply the current PNRR grant rules

As of 6 October 2026, the Facility CACER covers applications submitted by 30 November 2025. It is not an open-ended offer for a new project. The capital contribution can cover up to 40% of eligible costs, subject to expenditure limits and approval, for qualifying CER or collective self-consumption projects in municipalities with fewer than 50,000 residents. The former 5,000-resident threshold is outdated. The population test concerns the grant; the national premium has a different scope.

The grant requires a qualifying plant no greater than 1 MW, the required authorisation and accepted connection quotation, and works starting after the grant application. Retain the applicable ISTAT population evidence and all cost, procurement and environmental records.

The 2026 rules replace the former 30 June 2026 construction-completion deadline with a grant-award milestone. Plants must enter operation within 24 months of communication of the grant agreement and no later than 31 December 2027. GSE also provides for reserve-list movement; use the actual award communication and current agreement for the project's timetable.

A capital contribution generally reduces the premium by a factor that rises linearly from zero without a grant to 50% at a 40% contribution. The reduction does not apply to qualifying shared energy associated with withdrawal points held by natural persons, territorial authorities, religious bodies, third-sector bodies or environmental-protection bodies. This is an allocation rule, not a blanket exemption for every plant owned by one of those parties. Check other aid and double-funding restrictions separately.

Use monitoring to improve operation

Owner-side monitoring can reveal when generation and demand coincide, identify outages and explain differences between forecasts and actual performance. Retain timestamps, interval boundaries, import/export direction, meter multipliers, completeness flags and configuration changes. Keep private estimates separate from GSE measurements, adjustments and payment statements.

EpiSensor can collect operational electricity and equipment data, while Edge can retain and export it for analysis. This supports plant performance checks and decisions about flexible demand. It does not establish CER eligibility, supply distributor settlement readings, calculate an approved GSE entitlement, allocate the community's legal benefits or operate an electricity-supply contract.

Use the metering-boundary guide to define the evidence required at each boundary, and the energy-monitoring solution to plan the owner's operational measurements.

Common questions

Is the 1 MW limit a limit on the whole CER?

No. The CACER premium limit applies to the eligible plant or production unit, using GSE's power definitions and anti-fragmentation rules. A CER can contain multiple plants and configurations. Plants above that limit do not receive the premium, although other self-consumption valuation may apply.

Is the PNRR population threshold still 5,000 residents?

No. Current rules use fewer than 50,000 residents, based on the applicable ISTAT municipality data. This concerns the capital grant, not a population limit on the national sharing premium. The application deadline was 30 November 2025; the grant is not a standing open offer.

Does a private monitoring meter determine the GSE payment?

No. GSE uses measurements transmitted by network operators and applies the contractual eligibility, allocation and adjustment rules. Owner-side meters can help explain performance and discrepancies but cannot replace that settlement record.
